How Are Pennsylvania Super Lawyers® Selected?

Super Lawyers® uses a patented multiphase selection process that includes nominations, independent research, and peer evaluations. Attorneys enter the candidate pool through one of four paths: a managing partner survey, nomination by fellow attorneys, third-party feedback, or direct identification by Super Lawyers®.

Independent research then evaluates each candidate across 12 indicators of professional achievement:

  • Verdicts and settlements
  • Transactions
  • Representative clients
  • Legal experience
  • Legal honors and awards
  • Special licenses or certifications
  • Standing within the law firm
  • Bar association and professional activity
  • Pro bono work and community service
  • Lectures and legal writing
  • Education and employment background
  • Other outstanding legal achievements

Candidates with the highest point totals advance to a blue ribbon panel, where attorneys evaluate peers within their primary practice area. The Super Lawyers® list recognizes no more than 5 percent of attorneys in each state.

Christina was placed with the firm through the Montgomery Bar Association's Diversity Program

Christina Kingsberry, a rising 2L at Drexel University's Thomas R. Kline School of Law, is spending her summer as a law clerk at High Swartz LLP in Montgomery County. Christina was placed with the firm through the Robert E. Slota Jr. Diversity Program, organized by the Montgomery Bar Association.

Philadelphia Roots

Christina grew up in the Mount Airy neighborhood of Philadelphia and attended the William Penn Charter School. After graduating, she headed to Atlanta and attended Spelman College earning a Bachelor of Science in Biology with a minor in Public Health. There, she laid the groundwork for a future driven by a passion for science, health equity, and community impact.

Christina then pursued graduate studies at Columbia University in New York City, earning a Master of Arts in Narrative Medicine, a discipline that brings together writers, artists, scholars, activists, and healthcare professionals to improve patient and provider experiences.

From Medicine to Law

During her time at Columbia, Christina found herself weighing whether to pursue an MD or take a different path toward creating meaningful change. She chose law, enrolling at Drexel University's Thomas R. Kline School of Law, where she saw an opportunity to put her background to work in ways that could reach further and touch more lives.

Fellowships and a Commitment to Equity

Christina served as a Senior Fellow with HBCUvc, an organization dedicated to opening pathways into venture capital and tech investing for Black investors and other historically excluded communities. Since 2017, HBCUvc has generated more than 150 paid internships and launched new careers for emerging Black investors, helping fuel economic growth and increased funding for Black entrepreneurs.

Last summer, Christina was a Fellow and later a Special Project Manager with Goodie Nation of Atlanta. The organization works to close the relationship gap for diverse tech entrepreneurs, helping founders make the right connections at the right time.

"This summer, I am looking forward to gaining hands-on legal experience and learning about a variety of legal matters. I am especially excited to be working with the amazing team at High Swartz."

High Swartz Secures $62,250 Court-Imposed Fine for Pottstown Borough in Landmark Ordinance Enforcement Case

The result stands as one of the largest ordinance enforcement penalties in the Borough's history

Pottstown Borough, PA - Following three days of trial on a summary appeal, High Swartz LLP attorney Michael Luongo secured a $62,250 court-ordered fine for the Borough of Pottstown. The rental enforcement penalty makes it clear that chronic noncompliance comes with serious financial consequences.

The Montgomery County Court of Common Pleas found the defendant guilty of three repeated violations of the Borough’s rental ordinance in the matter. The trial judge determined that despite receiving ample notice and opportunity to remedy the violations, the defendant failed or refused to meet the obligations under the ordinance for a period of at least 249 days. The court imposed a fine of $250 per day for each day the violations remained unaddressed.

“This is one of the largest, if not the largest, fines the Borough has ever secured in an ordinance enforcement case. This outcome reinforces that the Borough remains serious about enforcing its ordinances, particularly where there is prolonged or habitual noncompliance.”

Justin Keller, Borough Manager, Borough of Pottstown

The verdict reflects Pottstown Borough’s stepped-up approach to longstanding ordinance offenders, particularly in matters involving the health, welfare, and safety of residents. Borough officials emphasized that the case serves as an unequivocal message to property owners: excessive noncompliance will not be tolerated, and courts are prepared to impose significant daily fines for each applicable infraction.

“Our residents expect, and deserve, safe and well-maintained properties. Too often, initial notices of violation are ignored or dismissed by negligent property owners. The Borough is responding proactively to those concerns through more stringent and enforceable legal measures.”

Justin Keller, Borough Manager, Borough of Pottstown

Attorney Luongo credited the collaborative work of the High Swartz team for achieving this outcome. Matthew Hovey, a partner at High Swartz, currently serves as Pottstown Borough’s Solicitor. His institutional knowledge of the Borough’s enforcement history and ordinance framework was key to the legal strategy.

Luongo also touted High Swartz legal assistant Heather Lorenz, whose contributions were instrumental to the team’s success.

The Borough credits its Department of Licensing & Inspections, working in coordination with the Solicitor’s office, for advancing the matter. It also notes that property owners who receive notices of violation should act promptly to avoid escalating enforcement action.

High Swartz LLP represents municipalities and public entities throughout the greater Philadelphia. The firm’s municipal law practice includes code enforcement, zoning, solicitor services, and related litigation.
